I heard it as a teenager. Unfortuantely, it wasn't properly explained and I mis-understood the meaning.

I thought it meant "keep moaning and eventually they'll give in". It worked sometimes but only after I'd made the lives around me miserable and mine too.

No, of course it means, persistency will eventually reap rewards.
